Abstract
The development of the country, particularly of the municipalities, inevitably goes through a strong process of capacity building. The processes of decentralization and transfer of powers. Territorial development (DT) demands strengthened capacities and has to occur fundamentally in the process of learning by doing, in the territory, with the participation of qualified trainers. Capacity building is a continuous process that in principle never ends. The objective of our work is oriented to: Systematize the creation of capacities in territorial development, contextualized to the predominant problematic situation in the fields of action and occupational profiles studied for the achievement of superior results in the individual and collective modes of action.
